Minutes of meeting held on Wednesday 6th April 2016.     

Present: Cllr. Mike Faraday, Cllr. Mark Reardon, Cllr. Jo Storey, Cllr. James Lawrence, Cllr Peter Clarke, Cllr. Hilary Jones   

Members of the public: County Councillor Val Smith and 2 members of the public   

1.      Apologies for absence Cllr. John Wright and Cllr. Steve Waring                                           

2. Declarations of interest   Planning Matters - Cllr. Peter Clarke has previously declared a personal and prejudicial interest in this item under the member’s code of conduct, due to his position on the Planning Board of Monmouthshire County Council. – Abstain from discussion and vote

3.      Police Report   
·         March Crime report – pending 
·         The clerk brought to the councillor’s attention ‘Gwent now’ and encouraged councillors to sign up. www.gwentnow.org   Gwent now is a free community messaging system for the Gwent area that allows you to register to receive the latest crime notifications and community news happening in your local neighbourhood.  Gwent now allows you to decide when and how you are kept informed about the issues that matter to you.     

4.      Report from County Councillor Val Smith   
·         Replacement dwelling, original now demolished at Green meadow 
·         Note to residents over litter, regret so few residents able to assist in clearance 
·         Information on proposed traffic order, restriction on heavy goods vehicles over the Usk River bridge, to improve air quality and public safety – Comments welcome to 29th April - LCC had no information ACTION: Cllr. Val Smith to follow up with MCC 
·         Road traffic order re public parking arrangements in Monmouthshire, comments welcome - ACTION 
·         Fire Authority improvement plans on website, comments welcome – ACTION 
·         Telephone kiosk at Glascoed service now reinstated   

5.      Meeting adjourned and members of the public invited to speak   
·         A member of the public raised his concerns on the impact to local businesses with the proposed traffic order to restrict heavy goods vehicles over the Usk River Bridge.  Request the support of the Community Council.   The Community Council proposed the following:   
1.      An open public meeting for Wednesday 20th April 6.30pm 
2.      Delegate a response to MCC to come from working group of LCC due to limited timescales.   ACTION: Clerk: To book Council Chamber and advertise meeting public Request MCC legal representation, notify MCC that LCC had not been consulted on traffic order. email: nigelbowyer@hotmail.com   Meeting actioned and minutes submitted to MCC   
·         A member of the public was present due to planning application DC/2016/00189 to be discussed later on in the agenda.   

6.      Adoption of minutes – Minutes of monthly meeting held on Wednesday 2nd March 2016.  The chair Cllr. Mike Faraday asked the council if it was their wish that he sign the minutes.  This was proposed by MF and seconded by HJ. All present were in agreement that they were a true and accurate recording of the meeting and the minutes were duly signed.  ACTION: Clerk to publish on website.  Done 13/04   

7.      Clerks Report   
·         Notice of vacancy 1st April – Monkswood Ward Councillor – currently advertised 
·         MCC Consultation on Community Infrastructure Levy – Draft Charging schedule – noted, no comments 
·         Bench at Llanbadoc Island – Insurance claim update – Ongoing ACTION: Clerk – 27/04 Response from MCC 
·         Gwent Music - Monmouthshire Schools Showcase, - Caldicot Leisure Centre, Friday 22nd April 2016 at 7 p.m. – noted.  Cllr. Mike Faraday attended   Other postal correspondence included Walk for life and Open Spaces Society Spring newsletter.   

8.      Councillors Reports

·         Councillor packs to distributed to MR, PC, and JL – SW still to receive ACTION: Clerk 
·         The Good Councillors Guide – electronic version emailed on 04/04/16 – request to resend ACTION: Clerk Done 13/04   

(Sub-Group) Environment

·         2 Path care Sessions were held last month, clearing the reservoir and erecting additional signage. A further session booked for 5th April to complete further path clearing work at Trostra Commons, and pothole work at Llanbadoc Island planned for mid-April. 
·         The Reservoir Trail revised leaflet has been completed and uploaded on to the LCC website.  Welsh Water are now going to print copies, 1000 have been ordered for LCC. 
·         Tree Surgery work at Twyn-y-Cryn – SW confirmed prior to the meeting that this was in progress and provided an email report: expects to be inspecting the work done towards the end of the week. Morris’s have been asked to quote for felling the leaning tree on Lower Common. The tree does encompass some power and telephone lines so is not a simple felling. In line with last meeting, we will agree a price within a figure of £200 or bring the decision back to Council. 
·         Tree Health and Safety Condition Survey Reports received for 1. Jenny’s Bushes, Glascoed 2.  Lower Common, Glascoed 3.  Trostrey Common and Pantau Bushes 4. Twyn-y-Cryn Woodland (2 hard copies of each report delivered to the clerk) ACTION: Environment group to meet to discuss recommendations/actions to be taken 
·         Commons Land discrepancy - Ongoing   County Councillor Val Smith requested more signage on the reservoir route as walkers were trespassing onto private property, this was also supported by a member of the pubic who was present, and reported that members of the public had been parking in his private driveway.  ACTION: Environment Group to contact press to promote new route and the message out about the free car park   Next working group meeting 15th April.

·         Website – The council confirmed agreement in awarding a new admin contract from 1st May 2016 to Johan Klos. Note that payment cannot be through cheque, either through international transfer (using BIC/IBAN) or via a PayPal invoice.  Agreed to administrate payment via the clerk under council expenses. ACTION: Clerk 
·         Walk leaflet no. 7 The Reservoir Trail published on website – updated April 2016

Last meeting 10th March 7pm at Raglan School – Notes by MF circulated, Next meeting 14th April, MF to attend.

Velothon meetings 
held Mon 14th March at 6.45pm Sessions House Usk and Llanhennock Village Hall on Monday 4th April at 7pm.  Cllr. Peter Clarke conveyed his disappointment at the lack of attendance to the Llanhennock meeting. Road closures on website.  Discrepancies with many residents having not yet received 1st notification letter, ACTION: MF to follow up with organisers.    Clerk to write to MCC and event organisers expressing concerns for the health and safety of cyclists considering the poor state of the roads in Llanbadoc.  ACTION: Clerk   

Give Dog Fouling the Red Card 
Next meeting - 2.30pm 19th April 16 Conference room County Hall. – ACTION: MF to attend   

Well Being of Future Generations Act 
Meeting held on Wednesday 16th March - Invitation to Town & Community Councils in Monmouthshire to attend training – Short report by MF and OB (clerk) who attended. JL would like further information. ACTION: Clerk   

Vale of Usk Rural Development Funding Programme 2014-2020 £2.79m 
meetings held on – Mon 14th March, Llanarth Village Hall (meetings held on other locations on 16th and 23rd March)  www.valeofusk.co.uk – no report available   

Community Climate Champions 
Meeting held on Thursday 10th March, County Hall ‘Big Lottery Funding, Create your own Space’   

Planning Aid Wales 
18th April 2016, 3pm to 6pm at the Chapter Arts Centre, Cardiff. Planning Aid Wales will be hosting this event to explore recent innovations and share best practice in the areas of community planning and engagement.  It will be an opportunity for planners and community representatives to come together to develop thinking and share knowledge.  It will cover Place Plans, pre-application consultation by developers and innovation in local community engagement by Local Planning Authorities.  PC would like to attend, Council agreed to come from training budget. ACTION: Clerk

12.  Any Other Business (at the discretion of the chairman)   
·         A member of the public reported over hanging trees in Glascoed Lane, and informed council members of an incident with a lorry that dislodged branches that then hit the car travelling behind.  No known land owners. ACTION: Clerk, notify MCC 
·         Cllr. Mike Faraday notified the council of his intention to resign at the meeting on 4th May. Await formal notification from MF and notify John Pearson, Local Democracy manager to advertise vacancy. ACTION: Clerk Done 18/04
