Minutes of Meeting of Llanbadoc Community Council held on Wednesday 5th July 2017 6.30pm 
 
Present: Cllr. John Wright (JW) (Chair for the meeting), Cllr. Peter Clarke (PC), Cllr. Peter Sutherland (PS), Cllr. Jenny Carpenter (JC), Cllr. James Lawrence (JL), Cllr. Steve Waring (SW)
 
Members of the public: County Councillor Val Smith
 
1. Apologies for absence: Cllr. Mark Reardon (MR), Cllr. Hilary Jones (HJ) and Jo storey (JS)
 
2. Declarations of interest:  Planning Matters - Cllr. Peter Clarke has previously declared a personal and prejudicial interest in this item under the member’s code of conduct, due to his position on the Planning Committee of Monmouthshire County Council. 
 
3. Police Report 
a. Received on 01/07, May and June 2017 Report – Circulated to council members on 5/5/17
b. PS reported on anti-social behaviour on and around the benches located inside the Usk Island park outside the rear of ‘River View’ house.   This can be from as early as 2pm in the afternoon.  Suspicion of drug taking? Request a police presence be provided. ACTION: Clerk Done 07/07 
c. PS also reported on inconsiderate parking outside Usk Island car park along the road leading to Usk, in some cases on double yellow lines.  ACTION: Clerk Done 07/07 
 
4. Report from County Councillor Val Smith 
a. A new contractor has now been found to provide the Refreshment van and lock the gate and toilets at Usk Island Car park.
b. Attended HMPS Liaison meeting – criticism of schemes for offenders
c. Presentation on broadband for rural communities by Radio at Gwehelog Fawr Village Hall – 30 people in attendance
d. Monmouthshire County Council are being encouraged to ask what are roles and priorities of Community Councils? MCC looking to liaise with Community Councils
e. 25% of Community Councils use dedicated phone numbers for unresolved issues

6. Adoption of minutes 
a. Wednesday 7th June 2017, alternations to minutes were proposed by JC and completed by JW. The amendments related to the procedural and financial group and the notes made at the finance and Procedural sub-group meeting held on Monday 27th May.  ACTION: Clerk to publish on website
 
7. Matters arising from recent correspondence
a. Coleg Gwent Usk Campus Study – Coleg Gwent have received funding to carry out an independent study into potential development at Usk Campus. Seeking representatives of Llanbadoc Community Council.  Cllr Mark Reardon has stated he would like to be involved as a representative of LCC. Clerk to pass on his details. ACTION: Clerk Done 06/07 
b. Container Park at Woodside – PS spoke to enforcement officer, Guy Delamere who will investigate the site, continues to look unsightly, with many residents feeling they should have been consulted about developments on this site. PS will report back to council once he has spoken to Guy Delamere ACTION: Cllr. Peter Sutherland
c. Velothon to be held on 9th July 2017 - Local road closures - noted
d. External Audit - Llanbadoc Community Council has received 3 outstanding review points from BDO. Two of these points were relating to the clerks pay and have been explained by MCC payroll department. The third was to publish the audited accounts on the website. This has now been done. No further action required 
e. Walk 5 around Glascoed – Correspondence received from a member of the pubic concerned about access of the route.  The maintenance of footpaths is Monmouthshire County Council’s responsibility but the LCC path care group of volunteers will assess as part of the priorities of the group. To write to inform member of the pubic ACTION: Clerk Done 06/07  
 
8. Planning
a. MCC Planning Committee Meeting – Tuesday 4th July 2017 
b. Report from the LCC Planning sub group No specific applications received this month for the ward, no meeting necessary 
c. Planning Applications
 
i. Application 17/P/0468/OUT – Proposal for a development of 975 dwellings at A4042, Mamhilad
 
Consultation comments to be received before 14th July 2017
 
This application is in Torfaen and the application details can be found at
 http://www.torfaen.gov.uk/en/PlanningAndDevelopment/Planning-and-Development.aspx 
 
As the LCC Planning Group did not meet, the following issues were raised during the meeting and requested that these be communicated to the planning department of Torfaen County Council  
 
This is a largescale development of up to 975 dwellings, as such:
 
Is there a Section 106 agreement that the Community could benefit from? If so what is the scope of this?  Although this development is in Torfaen it boarders Monmouthshire and will impact on the Llanbadoc Community.   
Concerns about increased traffic on the A472.  
Concerns about the existing junction on to the A472 from Pontypool. Will this be improved?

d. MCC Enforcement Cases (confidential)
i. Email received from MCC 06/06 no new or closed cases for Llanbadoc ward 
 
9. Finance 
a. Copy of accounts circulated by email in advance of meeting
b. Responsible Finance Officer Report, including review of the accounts and spending against budget 
c. Passbook balance £17,390.27 confirmed and signed by the chair of the meeting JW
d. £45.18 Clerks Expenses. Proposed by PC and seconded by SW  
e. £6.78 Merlin Waste, June collections. Proposed by PC and seconded by SW
f. £1764.00 Morris’s Grounds Maintenance Lower Common Glascoed Tree Surgery. Proposed by JL and seconded by JC
g. £684 payable to Morris’s Grounds Maintenance Tree surgery at Twyn y Cryn. Proposed by JL and seconded by JC
h. Community Ceilidh band £350 cash to be paid on the night (£50 Deposit paid) – Will use funds from sale of tickets.

i. SW reported on the completion of tree surgery work at Twyn y Cryn and Lower Common – SW handed work task records to the clerk for filing, clerk to complete date of payment ACTION: Clerk Done 06/07. 
ii. The Pathcare team have dealt with fallen tree across path in Monkswood, no further action 
iii. The Path care team volunteer form is still in progress. This is to describe tasks and health and safety risk assessment for volunteers to sign.  JW has requested a template from Morag Sinton, volunteer footpath co-ordinator at MCC. ONGOING

d. Draft copy of Cefn Ila circular leaflet received from Woodland Trust.
